PRD supported Harlow District Council to develop a procurement approach and tender brief of requirements for the preparation of a Regeneration Strategyfor Harlow.
Harlow is amidst a period of significant change and opportunity, both in its own right and within a wider geographic context. At the same time, Harlow is not immune to the myriad of challenges and threats that are faced by much of the UK, such as the vulnerability of the traditional high street model, housing market exclusion and uncertainty over the nature and magnitude of impacts that Brexit may bring.
As such, a procurement requirement was developed by PRD with the Council to refresh the evidence base, align the wider policy framework and to guide the actions of stakeholders and influencers across the public, private and third sectors as part of the formation of a robust and ambitious yet deliverable strategy and action plan.
PRD’s experience of working with stakeholders across the sectors to design and mobilise ventures, strategies and interventions to encourage both physical development and socioeconomic impacts enabled us to ensure that an emphasis was placed on how the procured outputs would be suitably delivery-focused.
