Barney is an experienced economic consultant specialising in place based economic strategy, economic & social impact, evidence collection & evaluation, bid development, project appraisal and business cases.

He has experience managing large multi-disciplinary teams and of working for a range of public, private and civil society sector clients. Areas of specialism include high street and town centre vitality, SME workspace and enterprise support, transport / infrastructure impact, and skills and labour market.

He has led studies for a diverse range of clients across London and the UK, including the GLA, TfL, London Borough’s, Local Enterprise Partnerships, and county and district councils. These have included economic strategies and action plans, site specific and area-wide masterplans, sector and cluster development studies, and technical feasibility and business case studies.

Recent studies the Royal Docks Economic Purpose, the Hackney Economy and Social Value Study, the Newham Inclusive Economy Strategy, the Economic and Social Story of King’s Cross for Argent, and the Brighton and Hove Economic Strategy.

Over the past 5 years he has also supported the Mayor of London on numerous commissions to track and understand the social and economic impact of its regeneration investments, including the Outer London Fund, the Mayors Regeneration Fund and the London Regeneration Fund. He led on the development of the Good Growth Funding Monitoring and Evaluation Handbook, and is currently leading on the production of a new toolkit to support the measurement of Social Integration across the city.
