PRD and Regeneris Consulting developed a Feasibility Study for a Built Environment & Construction Centre (BECC) for the London Borough of Waltham Forest
The Council’s Economic Growth Strategy 2016-2020 identifies Construction as one of three key target sectors for growth and sets out the Council’s priorities of promoting employment and training programmes in the Construction Sector and stimulating opportunities for local businesses.
The Council commissioned Regeneris and PRD to review its role and consider its options to deliver against thesepriorities for the Construction Industry at a time when fundamental changes are taking place in the provision of training for the construction sector.
The study took a particular focus on future delivery models and a new service offer from the National Construction Collection in Leyton. NCC is a recognised National Skills Academy for Construction (NSAfC) and is currently managed by the National Construction College. NCC was set up to support the Olympics, now growth boroughs, in the run up to and post the Olympics.
The study considered a broad range of matters such as policy, governance, market testing and consultation, land and property interests, business planning and financial scenario modelling. The outcome of the study was a clear set of proposals and actions for developing and mobilising the BECC.
